But what if I find someone in the process of spraying graffiti on my house , or breaking into my car and they won't dispatch .That is not at all what that memo says or implies. This is how stupid rumors get started on stuff. It simply says officers will not be dispatched to respond.
if you wake up and find graffiti on your home you do not need a police officer k. A squad car to rush to your house. You can call in file a report or take yourself down to the precinct with a photo you snapped on your camera and file a report (which you should do your insurance will want it)
mid your vehicle is stolen UUMV again you don’t need a cop to come down you just need to file a report
the point here is those items are things that active and immediate police involvement are not needed. To be honest a call center can take those damn reports and pass them onto either thedetectives or the regular cops but they don’t need to stop what they are doing and come to you for this 90% of the time

PDs are lobbied by the major insurance companies to not investigate "minor" crimes so it forces people to pay for insurance policies.
