Defiance scope rail torque settings? Loctite?

My defiance tenacity action came to me with a sticker on the box that said “picitanny rail is torqued to 20 in/lbs and NO loctite applied”
I’m getting mixed answers on how tight the screws are supposed to be torqued, and also , is it necessary to remove rail and put blue loctite on the screws? If so how many in/lbs do I re-torque it to afterwards?
Also , is the the correct loctite?

20lbs would be fine.
