Duplicating Hornady Match 6.5 CM in handloads.

As some already know, factory Hornady Match 6.5 CM shoot great. I'm getting .25-.5 MOA consistantly.
I've tried the recipe on the box and can't achieve their consistency. I use Redding S dies with a .289 bushing and am very meticulous in brass prep. The chrono shows <50 fps difference, mine being slower but deviation being much better, shot to shot.
Is it neck tension or just velocity? I'm going to pull a few of their loaded rounds and check the weight in relation to the recipe on the boxes'.

Work up from the box load. Hornady loads to a certain pressure/velocity spec and different lots of powder produce different results so the powder charge in the case might not be the same on the box. Also your lot of H4350 might be different than what the loaded factory ammo is using.

Adjust the load up to the velocity that the factory is coming out of your rifle and I am betting that the groups will also be the same.

H4350 seems to vary quite a bit. I have to do a light load dev each time I get a new lot and to match the factory ammo specs I have had to go between 41.6 and 42.1 depending on lot.
