We are pleased to announce the following updates to the eForms system:



1. Performance enhancements – We were able to address some of the technical issues. You will see improvements in the overall performance of the system.

2. We are able to add the ATF Form 1 back to the eForms system. Our plans are to closely monitor the performance of the system in order to determine if we will be able to add additional forms back to the system.

Below is an update on the status on our processing of paper and electronic NFA applications. In the future, this information will be available through links on the eForms login screen:



In follow-up to ATF’s letter dated April 16, 2014, regarding the status of the eForms system; this update is being provided to inform the industry of ATF’s progress in addressing eForms and paper NFA applications. To accommodate the substantial increase in application volume that has recently occurred, ATF is working diligently to decrease processing times while continuing to enhance the eForms platform.



What is our progress to date?



From a peak of over 81,000 pending NFA applications at the end of February 2014, as of June 18, 2014, ATF has reduced the number to less than 63,000 applications pending (23% reduction in pending applications). In the last four weeks, although the NFA Branch received over 17,800 applications we processed more than 22,400 applications.




At the same time, ATF has directed additional resources to NFA application processing:



· There are currently 15 Legal Instrument Examiner (LIE) applicants currently in the background investigation phase of hiring.



· The use of overtime funding has been authorized for those employees processing NFA applications.



· ATF has cross-trained LIEs from various other ATF branches to support NFA application processing. This is an ongoing process and has already beneficially impacted application processing.



· ATF has dedicated additional data entry contract resources to reduce the time it takes for an application to be entered into the National Firearms Registration and Transfer Record (NFRTR). As a result, data entry time has already been reduced from eight weeks to two weeks.

I was just trying to register so I could sbr form 1 a lower on my trust and when I fill out the form and click register, nothing happens. It's not hour glassing or anything, just nothing happens. Same crap, different day.
 
I filled out the Form 1 yesterday. It took me only a few minutes and I made the payment/submitted with a confirmation of submission/ payment within a minute. It was a drastic improvement over the last site where it took forever just to navigate and you had to hope it didn't time you out.

That would be a form 4 right? That's what I'm waiting on to come back online to the e forms so I can get a stamp for my first suppressor. I think I need form 4, is that right

Form 1 is to make your own. If you're buying a pre manufactured Muffler, that's a form 4.
 
So I am really new to this, I filed a Form 1 back in January, did it that way because the eForms were not set up for the Form 1s at that time. Seemed like I had to have a trust or something is the reason I did not do it. Do you still have to have a trust or can an individual do it now? I apologize for my complete lack of knowledge of the subject. I have just been learning the paperwork, not messed with any eForm stuff. Thanks

E File can not be used as an individual. You'll still need to send in papers for that.

I just tried to go and fill out a F1 and the site isn't working...

EDIT... Now it's working again...

Can I efile myself for a trust application. If so what is the website address? My dealer has my suppressor but we have not made any moves toward application yet. What would be the steps I need to take? Thanks for any help.

If your dealer has the muffler, you won't be able to use e-file. Transfer to individual or a trust is a form 4, which, is still not available on the e-file system. You can still do a trust but, you'll need to paper file the application for the transfer.
 
My dealer has it but the only paperwork done at this time is a dealer to dealer transfer. How would the suppressor be connected to me at this time? I guess my basic question is what are the criteria for using efile?
 
Currently the only criteria for using e-file is nothing of use to you.

You need to print a form 4 and have it filled out, signed and notarized. If going the individual route you'll need a LEO to sign off on the form 4. If going the trust Route you'll need a lawyer to draw up a trust. Add your check and drop everything in the mail. Then sit and wait. The form 4 will tie the supressor to you or your trust.

If it's at your dealer and paid for they should be able to provide the form 4, their are are few boxes they need to fill out. They should also be able to direct you somewhere to get a trust if going that route.

I guess to put it bluntly even though you paid for it, it's your dealers until you get a stamp.

The form that needs to be submitted to transfer the suppressor to you is a form 4. You CAN NOT e file a form 4 at this time. Nobody can. It's not available right now. People can speculate when it will come back on line but, that's all it is. Speculation.

You need to fill out a form 4 (actual paperwork) and transfer the suppressor to yourself (as an individual) or to your trust. Once you do that, you send the paperwork and a check for $200 to the BATFE and wait 6-9 months. When it clears and they send the approved form back to your dealer, you take it home.
