Rifle Scopes ELR Scope?

I am new to the ELR scene. Putting together a setup currently. I have an Elite 4200 4-16x50 (1/8moa). I am going to try out the 4200 out for now but was advised for numerous reasons this scope isn't going to work for >1000yards. 1) being 1/8 moa, is this going to offer enough elevation? 2) Clarity is going to suck?

Sort of on a budget and need recommendations on good glass. I was looking at the Fixed SS 20x......any help would be great.

I love the price on the fixed power SS. But I know you get what you pay for. I would love to find something for no more than 1k. Scope will be mounted on a Savage 338LM.
