Rifle Scopes expectations for available elevation on a scope purchase...

So this may be a stupid question but I have to ask this…

For example, you are buying a scope with 17mil elevation range, does one expect the zero'ing to be on the rifle in the middle allowing for 8.5 mil, towards the bottom so more elevation?

I ask because I have a 6-24 FFP PST(19mil range of elev) on a newly rebuilt rifle, zero'd out and shot out to 300yd&500yd, tracked beautifully, easy to see, etc, but I don't have more then about 7-8mil elevation, aka can't dial to 1000yd(which i would like)

I have it on a 20moa base… Am i wrong to expect more useable elevation out of this scope?

Are you using low rings? I switched from .886 M40 rings to .823 and got a little more out of the elevation.

I know it's a little late but that is why I like the SWFA SS - 30 Mils of adjustment.

With a 20moa base you should be able to use more than half the available range. Is it possible the 20 moa base is on backwards?

base is on correctly

I would think you would have around 7-8 mils with a 0-moa base and 12-13 with a 20 moa.

vendor suggested Vortex Matched Low Rings(.87"), and that's what I mounted them in.

Gonna call Vortex and talk to them…
 
Honestly it is probably just the way your action and base sit together. You could get a 45 MOA base. You get about one mil per three MOA of cant. The tolerances are so tight these days I will be surprised if it is a defective scope.
