I have imported actions & barrels from the US into New Zealand for a few yrs .
To start with say 5-6 yrs ago , you had a lot of FFL Exporters as the licence fee was low , then they put it up 300% per yr , then they hiked it into outerspace , the effect this has had is make the number of FFL dealers that also hold a FFL Export licence shrink to almost nothing , and the cost of Exporting firearms to go thru the roof .
A lot will charge $300-450 to do the permit plus a % of the overal cost , this makes it virtually non cost effetcive .
The other single change is to the coding of the shipping , moving from lowcost airfreight to courier airfreight .
Because of this the stuff getting Exported has slowed to a almost non-existant tickle from the US .
The gun trade in the US has allowed the GovT to effectively STOP them Exporting period .
This is the only reason you have compaines outside the US making custom Rem700 actions & trigger guards etc , and it will only get worse .
Its not really worth the effort fromt he US side , and from the other side its not worth the higher cost of doing business with the US .
I have exported Surgeon actions & Bartlein barrels , and would like to do so again , but I cannot see it ever hapeening under the current conditions .
Yeap , call it WOT or UN arms trafficking or what ever , it only impacts the Law abiding , not the crims or dicators .
The US is losing a lot of business , from rifles down to ammo & components , accessories etc .

As to why you have almost no FFL Exporters left its solely down to cost .
The sums I have been given may or may not be actual , but are in the ball park .
About 6yrs ago the cost per yr was around $500 , then a few yrs later it went to approx $1500 , then about 2 yrs ago it went to into outerspace , I was told it was $75,000 , Opps
