Thought I would post what I just did to fix some nicks and scratches. Proceed at your own risk! I don't know if this will work on your barrel and you should check to make sure its OK first lol. Take a alcohol pad or alcohol and cotton ball, or anything to remove oils from the area cause your going to be painting it. Mold a moldable ear plug and fit it in your barrel. Then take some tape and wrap it around the barrel wherever you need too to perfectly surround the crown. Now you can spray whatever kind of paint it is you want on the crown to as many layers as you need(I used Krylon), and Viola! Baby skin smooth. Now I cant say If my nicks and scratches were actually hurting my accuracy, but I now have peace of mind lol. Feel free to add to this on your experiences, or ways to make mine better

buyed and used some ago,on otherwise useless K98k barrels_ slow,but works_ you must modify the handle or place on it some rubber hose,because destroy your hands_ I think this tool can work better reducing the diameter of the original pilot,and placing between this and the inside of the barrel's mouth a tight brass bushing_ shooting,you can really see the difference between before and after [after is better,of course: not as a new barrel,or a lathe work,but surely better than before, or than ( the horror!) painting over the scratches]_ with some T.L.C.,the tool seems last and cut forever_

I used one of these on a couple .22s with dings and non-concentric crowns. The trick is to use a TIGHT fitting BRASS pilot. Loose pilots will give you chatters and regardless of what they say, steel pilots can leave marks on the bore if you don't have perfect fitment in the bore. Also, good cutting oil is always helpful. They also sell an 11 degree cutter (listed as 79*, if I recall).
