Rifle Scopes Focal lens reflection

I was shooting with a pst and xrs2 the other day and I noticed I could see the reflection of the sky (from behind me) when shooting the xrs2. The pst had darker coatings and i didn't notice it nearly as much. While lined up on the rifle, the bottom half of the focal lens(lens closest to me) exhibits this. I had to drape a jacket I over my head last time to see the entire view.

Does this happen to all medium to higher end optics even on cloudy days?

It can happen to all optics if the angle is right. Some coating are a little better than others, but most modern coatings are pretty good.
