Lowes here has these signs up. The local plumbing, gas contractors lobbied the building department to not issue homeowners permits. So legally you can not work on your own home.

To put the sign up is one thing (it's called chickenshit).

To enforce it is quite another thing. If they declined to sell those parts to me, I'd make a point of cancelling the entire sale and telling the manager exactly why I will never set foot in his store again.

I see you're from mid Ohio. Wife and I live in Canal Winchester, house falls under historical and preservation district guidelines . Didn't realize how bad some of this was when we bought here late 08. Anyway, basically have to have approval or permit drawn to do anything to home.
Case in point, few years ago the hot water died, 24yrs old . Bought new one at local Home Depot, turns out need permit, can only be installed by licensed plumber, old water heater needs to be removed by professional, home owner can't even legally dispose of it. Lot of government over reach and control.
