That's pretty odd considering the handles have to be rotated while attached to the receptacle, then the valve can be opened.
You can't remove the hose until the valve is closed, then the handles can rotate for removal.

Just sayin

Saw one of these yesterday on Tail of the Dragon

From what I have been told the weekdays are the best time to go there. The weekend it's crowded with pirates, Judas Priest dressers and power rangers.
I've avoided it and will never ride it. There's way too many better places to ride around here.
