That is the expansion ring. Normal, because the base is thicker at that point than farther up. The walls expand to obturate the case against the gas pressure and to prevent excessive rearward pressure against the case head. The larger your chamber and the smaller the cases, the earlier you see those marks. Now that you have once fired brass...try this: Screw your full length sizing die into the press until it bottoms out. Now, unscrew it at least one and one half full turn. Take a fired case and lube it, then size it at that setting. Try it in your rifle. Chances are, that it will fit. Size the same case after screwing it in 1/8th turn at a time. It will get progressively harder to fit it into your rifle chamber. UNTIL...all of a sudden, the bolt handle drops easily. Back off 1/16th of a turn till the handle has a SLIGHT touch of resistance. That is your maximum/minimum sizing of that case. I like to screw it back in another 1/16th to 1/32 of a turn to make sure the cartridge chambers easily. You'll see the ring...but it won't interfere with the functioning of the rifle, nor will you waste cases by oversizing them. After you complete the test be sure that you degrease the chamber. JMHO
