OK so Armalite gives a acceptable headspace range of 1.633" min. to 1.638" max. for the Armalite AR10A4.
I am confused if these numbers are chamber specs. or cartridge specs.

Would setting my die to give me a brass size between 1.633" to 1.638" be correct given the dimensions given by Armalite?

that is the chamber spec for 308. 1.630 is saami minimum and I think 1.640 is max.

If you are handloading full-length size everything with a small base die and use the book overall lengths and you will be fine. Do not bother trying to seat to the rifling if that is your meaning.

No need to overwork your brass with a small base die, just use a regular FL sizer and call it good. I have a T which I have read (not saying its true but it would make sense) has a tighter match chamber and all I do is FL size, narry a problem. Get a case gauge too if your worried about it, it mimics your chamber but you can get by with out it by clambering an empty case after you sized it. If it chambers and extracts easily then your GTG....
