HRTRS Brass: Crushing Primers

Hey everyone;

I have a buddy who has started loading some 40 S&W range pick up brass. He has run into a problem seating primers with HRTRS brass. It is crushing the primers, almost like the pocket is too small..?

Any ideas? He is using Federal Small Pistol Match Primers. He is using an RCBS Hand Primer.

After talking to some more experienced pistol reloaders..turns out that there are some 40S&W brass that is crimped.

It was my original thought, but I had never heard of crimped 40s before and have never run into issues of my own. I will pass it on to him, I assume it safe to run it through a small rifle swagging tool?
