Going on a 30-06. Not going to be dialing the turrets. Hunting only. What is the best bang for the buck in this price range?
 
A VX-3, 2.5-8 is a very high performing, point blank zero'd scope. You should be able to pick one up for that, or a fair bit less lightly used.
However, what range will you zero for? How far do you want to shoot? Big game, I assume? Does weight matter?
 
I have a old Simmons 3-9x32 I'll sell you for $200 and I'll pay shipping and insurance, lol.

I think I paid $40 for it but it's reached vintage collector status.

Trijicon 3-9 gets my vote. Illuminated dot, no battery required, second hand will fit into your budget
 
Weaver used to make a straight 4.75x grand slam that was awesome. I bought one at pawn shop for $125 that crushed my beloved 2-8 VXIII and my 4.5-14 VXIII LR at low light performance.
 
The original Ziess Conquest 3-9x40 if you can find one is a really good option for the price.

This. I bought one and foolishly sold it. A close second is the Meopta MeoPro 3-9x40. I have one with the German #4 reticle and it is fantastic.
 
For low light wooded areas, I'd say take a look at the Midas HMR 2.5-15x50. We expect to start shipping them in July. There is a choice between two illuminated reticles: a BDC style reticle and a MOA based reticle. I recommend this one in particular because it has capped turrets, SFP, and both reticle options are quite simple, yet useful. If capped turret isn't important, the Midas BTR is discontinued and out there at a discounted price. The Midas BTR is being replaced by the Midas HMR and Midas TAC. I think you'll find the Midas line in general has exceptional glass compared to similar priced optics.
 
What ranges?

Something like a decent quality 4x heavy plex or german reticle is pretty good for eastern hunting use.
