Rifle Scopes IOR zero stop help

I have a new 3.5-18x IOR with zero stops. Can someone please help me out on setting the zero stop for elevation...

I followed the provided directions, loosed the numbers collar screws and then spin down till it kissed the base, retighten screws. Then loosen top turret screws and align zero then tighten down set screws. Now my turret wont move at all.

What did I do wrong?

Have you called IOR they have good tech support & I know they would be happy to help you

I think you are suppose to loosen the turret first and set you zero. Then loosen the collar and set the zero stop. If you did it oppose then the collar would have a different zero stop set.
