Is This A Result of Over Crimping?

So I am pulling about 20ish .300BO Cartridges due to them being to short. I am seeing dents in the mouth of the brass. Is this due to over crimping? This was brand new American Eagle Brass that has been chamferred and deburred.

To me that looks like the inside of the case neck isn't chamfered enough or the case mouth isn't expanded enough after sizing and the bullet is catching a section of the neck as it's seated, folding the neck down.

And your phone is too close to focus on the case. If you hold it further away so it can focus, if we wanted we could then zoom in to see it up close.

When I use the C.O.L., the bullet is not seated enough to catch the cannelure. I am thinking that is where the brass is pushing in on the cannelure, where it does meet it.
 
You could try a few different impact surfaces (concrete vs. carpeted floor etc.) as well as different material down inside the hammer, and see if anything mitigates the bounce back.

As others have mentioned, pretty sure it's the bullet impacting the mouth of the case.
