Mosin barrels do vary a lot. If you are concerned about slugging the barrel, use a cast bullet, .311-312 and 8 grns of trail boss powder and shoot it into a tub of water. The trailboss will get it out of the barrel, then mike it.
If you only want to use jacketed bullets try 308 & 311 and see which one shoots the best in your rifle.
Mine mikes out at .309, it shoots 308s pretty good, but 311s a tad better.

Yes - some of the Finnish refits were rebarreled by SAKO with .308 barrels. Get the bore good and clean then take a lead fishing line weight, lube it, then run it down the barrel with a cleaning rod. Measure the diameter with calipers when it comes out the other end. If done correctly, you will have a slug with ribs engraved by the barrel that correspond to groove depth.

I slugged my finnish m39 with some grease and a lead fishing weight (1/4 ounce egg shaped if I remember right) and got .309 Ive heard from numerous sources that it can vary quite widely, anything from .308 (more rare) on up to .314. The only way to really know with these rifles is to slug it or just try different diameter bullets and see what works the best, although that could get expensive quite quickly. You best bet is to slug it.

What you guys are talking about is the groove size. The bore is the tops of the lands and would be like .300.
The groove size measuring .308 or .309 etc...Depending on who made the barrel and when they can vary quite a bit. The specs. that we have made test barrels for in the last couple of years by a couple different ammunition maker and some others the specs. where:
.300 bore size and the groove size was spec. at .3118. We've also made barrels with a .310 groove size as well.
I'd say most of the Europeans are making them around .310 on the groove size.
This is one of those calibers that there is a lot of variance on.
Pushing a slug thru the barrel and trying to measure the bore size is going to be a little hard for the average guy with out the proper tools to get exact measurements. Use a mic to measure the grooves. You will have a good idea if the groove size is running big or not.

If I am reading correctly, you are trying to slug your bbl, with a 308 interlock, or are you trying to feed a 308 interlock reload into the chamber?
For the most part, rearsenaled 91/30 will be anywhere from .312 to .315. The Finns will over around 308 and 309.
Many folks use the fishing weights to slug, I use a lubed .311 cast pullet pushed though as described here: http://7.62x54r.net/MosinID/MosinSlug.htm
Now if you are having difficulty feeded reloads into your MN, and if you have more than one MN; many MN have varying chamber tolerances. My point is that you will have to fully resize the brass, if moving brass from one MN to another.
If you in fact have a 308,309 91/30, I would hold on to that bad boy because it has potential to be a nice shooter.
