Gunsmithing ITAR- relevant for modified bolt bodies for milsurps?

    Can anyone that's navigated the maze of ITAR tell me whether modifying rifle bolt bodies (not bolts- these are bolt bodies for the Mosin-Nagant, no lugs, firing pins, etc...- essentially a steel tube with a bent handle) would be subject to these regs?

    I have an overseas buyer, not sure whether I can export these... seems OK, but better safe than Club Fed....

    And...just got a request from the Netherlands for a stock. Hey, it's just a piece of wood, right? Anything there to be concerned about?

    When I was working a Lockheed Martin UAV program with a British customer I found that there was little rhyme or reason when it came to ITAR. The only safe way to export these is to send them to a company that specializes in the export of gun parts or jump through the hoops of the State Department and see if the items need an export license. Taking advice from the web is scary when the feds are involved, people will come up with work arounds that may work once or twice if the package is not inspected on its way out but it is risky.

    Some people will tell you I asked the Post Office if I could mail this to country X and they said yes, they are not export experts nor will it help your case to say I asked at the post office. The post office is only concerned with the items breaking, blowing up or leaking liquids on other packages.
