No, it is 2014, they are made on computer controlled CNC Machines... the accuracy today is well beyond what it was in 1978.
Change the base, why ruin the rings... If you move them after they are useless.
Well,.... If you use high quality rings and base's or base I would say the lapping is not needed. I currently have a near one piece base and EGW,TPS, and vortex branded rings and have no issues

I should add that this was a unitized mount. Doesn't apply in most cases, so you're right, of course.
A quality set of rings on a bedded quality base will not need lapping.
Only if the rings aren't square.
Exactly. Those stamped steel rings from back then were awful. Lapping is a holdover from the bad old days.
Only time i've had to Lap rings was with cheap 1" steel weavers. Otherwise, no issues with any of my vortex/swfa/seekins.
