I have a 14.5" carbine with a perm attached Phantom flash hider. I need to get rid of the old handguards to upgrade to a free float as well as ditch the front sight post in favor of a flip up. My buddy has the capability to remove the perm attached flash hider and reattach a new one in his shop and he is pretty savvy in regards to smithing.

My question is, do you need a class 3 guy to do the work on it since you are temporarily reducing the actual length of the barrel when you remove the flash hider prior to installing a new one? I thought I read something about that on here earlier.

As long as your friend is able to attach some type of break or flash hider to the muzzle that meets the ATF requirements (I believe pined or welded) and brings the barrel length back over 16" you should be fine. The upper isn't considered a firearm unless it is attached to a lower. Just be sure not to put it on a lower until the work is completed and the barrel is back to the 16".

Okay, perfect. That is what I was wondering. Yes he has the capability to replace the flash hider and get it permanently attached per the ATF requirements.
