Long distance in 5.56 - what is this custom rifle?

I obtained this from a person who shot it in NRA high power matches and says it is sighted in at 600 yards. I have had custom .308s (GAP & AI) but never any rifle like this in 5.56.

I have never shot high power.

He is bringing me some diopter type optics and some other items w it.

What do I have?

How far is it accurate? I know 600 yards but further? He has custom loaded 69 grain bullets he used in matches.

Can you shoot glass optics on this in any NRA sanctioned matches. My limited exposure is shooting F class & 1000 yards a few times. I have never even seen a gun like this.

The receiver says Eagle Arms Armalite M15A2. I do not see a name on the upper but was told the bolt is titanium. Barrel is stainless and it has black tape on it. It is about 48“ long.

Bipod is BSA marked

It feels like it weighs 15 lbs but I have not weighed it.
 
Looks like a High Power spacegun. Just a long barreled .223 AR15. You can stretch it to 1000yd with single loaded 80s or 90s but AFAIK most competitors go with a bolt gun or atleast a different chambering in long range prone, High Power match rifle long range, etc.. Rifle like this one would mainly be used for traditional XTC - 200/300/600yd
 
That looks to be a muzzle brake on the end in which case i do not believe in that form it could be used in an NRA XTC match, nor FTR. Or is that a front sight of some sort. Also, the bipod has no use on an XTC rifle, the handstop does though.
 
The "Muzzle Devices" are not muzzle devices, but could be muzzle mass tuning weights. Looking at all the neat little add-ons, the rifle could be an F T/R, where 223 is often shot at 600yd MR distance (I have done it myself with a Factory Stag Model 6 Super Varminter 24").

The muzzle device is a bloop tube attachment ring to extend the sight radius. The float tube seems to be Compass Lake. And the lower has a right-hand side extended bolt release. The float tube has a hand stop and sling loop. For NMC matches, the bipod is not used. The upper has been modified to allow side charging.
