This is something he will need to find out on his own. MacMillan was the gold standard for a long time, but not anymore. There are lots of great stock/ chassis out there that blow the MacMillan away. They are still great stocks but are a little dated now.
My suggestion is going to a range that PRS shooters frequent that isn't too far a drive and asking to get behind their rifles with various stock/ chasis options. I let people get behind my rifles constantly (3 people that were curious about the Wooxs and I let them squeeze off a few shots each just yesterday). The community is more than willing to help and answer questions! This will help save money in the long run.
I would FAR prefer an integrated scope mount rail (integrated as in machined in as part of the action body) to mounting a scope on a rail that's part of the chassis. Just me but the former seems much more solid and resistant to movement than the later.
