You can get the chrome thingy at any hardware store. Use a regular sling stud that has the proper machine threads

I would contact Midwayusa in the UK and see if there are any export restrictions to Lithuania. http://www.midwayuk.com/

I agree with Mike. Go buy the other part at a hardware store or any quality online shop that sells fasteners. If you were not in Lithuania, you could go to Lowe's or Home Depot and pick it up.
On another note - there should not be any issue with sending that one piece from the USA to Lithuania. It appears it would fall under one of the exceptions to the arms regulations.
