I usually have been using wheelers scope levels, issue is that my friend and I verified the levels and they are actually are not that accurate. Anyone know of a better quality level?

One of these if your mount configuration allows it. https://arisakadefense.com/collections/tools/products/optic-leveler-combo The problem with a level is... A good one cost a ton of $$. It's hard to justify buying a machinist level to mount a few scopes.
I made a tool something like this and use a plumb bob at some distance.

This will square up the reticle with the plumb-bob and align the scope tube with the barrel using the level on the tool.
In principal this should get the vertical line in the reticle to be extending through the center of the barrel bore.

Something like that came with my Spuhr mounts, I don't mind spending a little money on a good level. Its nice to have the confidence when shooting 1000 plus yards. Made my first hits finally at 1600 last Thursday and would like to get out farther if I get the chance.
If you you have a way to level your gun that is accurate then take a accurate level on a wall far enough away from scope so it will focus and draw Vertical line or even a piece of tape on the wall so level your gun and make the scope crosshairs line up with your line should put pretty level good luck
I was thinking about this, Putting my rifle in a gun vise on a bench and leveling a 100 yard target and doing it that way.
I put a level on the rifle (pic rail when possible)- then use a multi-story house/building at least 50 yards away. Level the rifle, align the reticle with the vertical corner of the building.
Assuming the contractor used a laser (or a plumb-bob if old school) it'll be spot on.
