Can an m40a3 mount be fitted to an m40a1? I assume the lugs are machined differently? Wanted to make it easy to switch between a hunting scope and a scope for vintage sniper matches....

No, the A3/5 mount is 8-40, has different lug dimensions, and requires the rear bridge to be cut flat .135" lower than the front of the action. Any standard 6-48 Remington 700 scope base will work on an A1 though.

Keep in mind, the clip slotting on the M40 is different than on the M40A1. The A1 was opened up to accommodate the Unertl mounts. The A3 was modified further.
There is the Badger UX rail that is a standard pic rail top that fits the A1 clipslot, but they don't make it anymore so used would most likely be the only option. That's the only one I am aware of
