Depends, what are your ideas for the rifle? Is it a Mosin that is drilled for the original sniper mount?

Just drill and tap for the PU mount and scope. It may cost $400 or so, but it'll be worth the history.

Depends why you want to do it and what you are hoping to achieve.

It's more than easy to completely bugger up the rifle trying to do it yourself - a lot of people totally misjudge the work needed and their own ability to do the job properly.
