Especially with kids. Hell there should be requirements to have kids. We are getting closer and closer to Idiocracy.
Maybe 40 years ago I read an article suggesting a license to have kids. At the time it angered me. Now I completely agree.

And the dogs themselves should have to go through a series of safety tests. Starting with a drop test...I think dogs are just too dangerous for people to be able to just own. You should have to take classes, show competency, and buy a license first.
