Please define how rotational force happens without rotation.
Such a statement is beyond ludicrous and requires a fully inept mind.

So when you put a wrench on a rusty bolt and pull, there’s no rotational force until it moves?

There would be some transient moments at first but you can’t really think the force ceases after it has settled into a statics problem. You’re still applying rotational force. The bolt is all applying an opposite rotational force resulting in no movement.
