My understanding was the ship put out a distress call and local PD were able to block it off to traffic.cars fell in..
I've seen reports of 5 to 15.. I don't think they really know at this time.

only 6 missing on the HUGE bridge. They must of had it closed down or something; for construction, to have only these few causalities.
