I size all the way down to the neck junction, or as far as my Redding dies will allow.
I played with 50% on some 338LM loads I did up in the begininning, but abandoned that practice to simplify things.
.001"-.002" is where I go when loading for my 10FP, but that number is a loose one due to variations in neck wall thickness. Unless you're turning your necks and reaming the insides, there will be some wiggle room vis-a-vis true neck tension.
