So just to verify because I am not an expert with guns. If I bought a new complete 30-06 700 bolt from let say Pacific, Tool & Gauge for my 30-06 721, Other than having a clearence problem with the stock it should fit without any other modifications. Sorry for the lack of knowledge but if someone could walk me through the process that would be great.

Yes replaceing the bolt with a PTG Remington 700 bolt will work.
A very small amount of wood will have to be sanded for the 700 stlye handle to work. the straight style handle will drop right in.
The lugs on a PTG bolt are 0.20 thicker front to rear if i remember right so you will probably have to rebarrel the rifle so the headspace will be correct. you will also have to have the bolt timed and handle attached.

Sounds good, this my first bolt action rifle, got it for $20.00! figured it was worth a shot for that price. was thinking of turning it into a military looking sniper rifle with performance and having the look being considered. Hopefully since I picked this up for so cheap it will save me some $$$ in the long run. Thanks again for the info, if anyone has anything to add please feel free.

I have a terminology question.
On bolt action rifles you have a bolt and the action, is the action another name for receiver? Or is it the trigger group?

I had my receiver trued and blueprinted.
I would recomend you do the same and have the tang milled to accept the 700 trigger.

Biggest problem with the 721/722s is the Extractor not made any more and 700 Extractor will not work.
