First shot was 2 mil right. So I dialed in 2 mils and bingo

At 600 the results were dead nuts.

Question :
What would account for needing 2 more mils and what should I do about it?

If you are asking about what may have caused the extra 2 mil of windage, the possibilities are many. Most likely culprits are different wind speed/conditions downrange (beyond 600 yd) you did not account for, higher wind velocity at ordinal path of bullet, unaccounted for terrain features, tilt on rifle, overall shooting technique, etc.

Any of the prior could have, whether singularly or in conjunction with each other, accounted for the differences in downrange correction you encountered. Long range the wind will continually "kick your ass."

Hadn’t thought about tilt.
My general thought was that it was odd that with such high gusty winds my results were so consistent after dialing for the extra 2mil.
