It does not have 3G, but it has wi-fi. So connectivity will be limited accordingly.
But yes, in general the device can function as a capable handheld tablet computer for browsing, games, basic applications such as "Shooter", etc.
The rooting process is currently fairly involved, but developers are busy every day trying to make things easier, better, faster, and so on.
You can even install and run the Android app for Kindle for it.
