Palmetto armory m118rl reloads?

This is my first post so if im in the wrong area I appologise. I bought a box of these and they are head stamped "lc lr 04" which I have researched and are reportedly m118lr. I did a search on here but could not find any info about this bulk pack. The rounds shoot very well out of my 5r, sub half moa at 100. Im using them to learn better shooting technique as I am new to Long range shooting. I was going to reload these when Im done with the 500 with a friend who reloads. The ammo is grungy and bulk packed. I tried to post a few pics but couldnt figure it out. I will attach a web link to the palmetto site so you can take a look. XM denotes it failed to meet specs, either velocity, ES, or ????

I'm not sure what the CS denotes.

LC LR brass is excellent for reloading and will last for many, many reloads.
RL-15, Varget, or IMR4064 combined with a 175 SMK/178 A-max will duplicate M118LR performance. M118LR I got from DCM was loaded with 42.5gr of RL-15.

If it's "grungy looking" maybe it failed a QC visual inspection?

I have some of the xm118lr mine is in 20rd boxes not loose like the palmetto stuff,it shoots better than fed ggm 168gr in my LTR
its 04.05 headstamps all of this ammo that ive seen has that dirty/grungy look to it,even when the brass is left in a tumbler for several hours with polish it still looks dirty
