i have a question for those who know CA and CO law. My brother is a very big hiker and often hikes alone(yeah i know not that bright) he is wanting to buy a pistol for protection from wildlife mostly Mt. lions. My question is this he is currently in CA and wanting to buy one, but is a Washington state resident, what are the rules regarding him buying on as an out of state resident. Then also what are the laws for him to carry as an out of state resident in both CA and CO. Thanks

If he is military and stationed in Kalifornia then he can. If he isn't and just "visiting" and doesn’t have Kalifornia ID, CDL, and proof of residency then he is out of luck.

As stated above, federal law says you must purchase handgun in your state of residence - military gets a few breaks on that defintion.
As for carry, look at the respective state laws, most states post them on the web.
