What that statement tells you is that the riots are another contrived event. Antifa and communists are simply whipping the ignorant and uninformed into a frenzy to provoke mayhem. They are organized and doing this with the tacit approval of the Democrats, the police chief and the mayor. The only thing to make this better is a sick out by law enforcement.

The local police unions should go on the air and announce they are taking Saturday night off for rest and recovery and that 90% of them will not be at work. They should ask the mobs to police themselves and "Be Safe out there". Officers on duty will not investigate property crimes or interfere with rioters, only murders and rapes if in progress when they arrive on scene.
