There is a counter to that which was worked out long ago, but later relaxed due to it being rather dangerous.
Once your nuclear forces go on alert status, their orders are to fail hot.
Each installation commander has independent launch authority and the political commissar is under orders to make sure the military commander does their duty if communications are disrupted.
That's how you have a credible deterrence.
Or you know, you build an automatic doomsday machine but hopefully nobody attacks between when you turn it on & when you plan to announce it's existence at the annual party conference...
I would suspect about now the Russians have moved their nuclear forces off the "all is eternal peace and sunshine" alert status.
Folks on both sides back in the cold war understood well how quickly decisions and launches would have to be made in the event of a surprise attack with short range missiles.
It's unlikely the Russians don't already have an idea about this same information from years ago and haven't thought about it a fair bit.
