This should not surprise anyone. The Pope has been heavily promoting mass migration so it shouldn't be a far leap to assume/conclude that direct and indirect outlets of the Vatican may be doing this. IOW, when you put the events together it appears that the Pope's words are telegraphing Rome's desires and potentially initiatives.
