One of the premises behind the storyline of Cowboy Bebop is that no governments or state run military forces and law enforcement were interested in protecting innocent people from all the pirates and other lowlifes operating with impunity, so a privateer mercenary group was formed by a team of former private security, space truckers, and cargo ship mechanics who are proficient with weapons and knew intimately about just how things operate in the wastelands. The 'Cowboys' hunted down and terminated scumbags with extreme prejudice and later expanded their venture by posting and offering bounties on other wanted scum and letting other privateers with an adventurous streak take a shot at the bounty game.
If something like that is to start now, there will be a lot of folks who will eagerly join and do the needful to protect innocents everywhere, anywhere. Born too late to tame the actual Wild West, born too soon to be a space trucker... But bounty hunting has no time periods and is appropriate anywhere...
