The problem is with how conservatives define legitimate circumstances; almost nothing is to them. There's a massive homeless crisis going on in a number of US cities, with people losing their homes, due to various circumstances beyond their control. But all most GOP folks want to do is criminalize the act of being homeless. Not exactly conducive to them getting their lives back on track. On the subject at hand, young girls make mistakes (or get raped) and find themselves in high school with a baby. It's a bit difficult to make someone 'get busy' if they're alone with a baby, but lack access to sufficient childcare to get a job and provide for themselves.

I'm pretty far right and believe in government assistance myself, but not how it's handed out like candy today. The CBO itself admits there is MASSIVE fraud in welfare in America.

Perpetuating the problem through entitlements perpetuates the problem. It's not something that will ever go away, which to your point is why we need to be a charitable people to deserve liberty.
