Yes. It's a simple rectangle of thin brass sheet metal, folded in the middle to make a sort of flattend "tent" that allows powder to slide off an around the baffle.

It ain't magic but, yes, it helps.
"Is it sitting in the bottom of the hopper.."
Yes. I can see no mechanical advantage to placing it higher in the tube. Mine lies directly on top of the measure's body casting, corners are under the tube so it won't fall out when I empty the thing.
