Powder Scales

Ive googled and yahoo'ed this to death and cant find an answer. Why do electronic scales come in different voltages? Im looking at an RCBS Rangemaster 750 scale but it comes in either 110 or 220. Why? Surely this isnt the same 220 that my dryer runs off of.

110 is for the U.S. and the 220 is for Europe

When I was designing a power supply for an ultra sound cart that was universal for different countries, but would not trip a 20 Amp circuit breaker, Japan's 100 VAC 50 Hz low line transient [down to 80 VAC] was the problem.
