As far as I've been able to determine the reticle subtensions on the Premier, particularily the horizontal and vertical ones are about twice as thick on the Steiner. Am I correct or mistaken?

Edited: I do know the subtenstions of the Gen 2 XR at magnification 15X but do not have same for the G2B mildot.

Here is the link to the Premier reticles...tech page http://www.premierreticles.com/technical/
Here is the PDF of the GEN2 XR... http://www.premierreticles.com/pdfs/2009-5-25xxGen2XR.pdf

The reticle is .025 mrad .. which is 1/2 of the Steiner MSR that is measured at .05 mrad. With an FFP scope..the reticle sub tensions do not change, so it doesn't matter what power the scope is set to...

I owned the Premier for many years...loved the scope and reticle...sold it... eyes getting older and shooting matches where I needed the 12-18 power range. The reticle was hard for me to pickup in a hurry. I think the .035 to .05 is a better choice for an FFP scope that will see a lot of use below the max power range.

Good Luck...

Note - the 0.025 mrad Premier subtension is for the Gen2 XR on 5-25x. The Gen2 XR on the 3-15 is 0.04. Still, neither reticle is a good choice for guys with poor vision. Its a tough reticle to pick up in a hurry at times unless you have good eyes.
