My understanding is non-MTC is simply that, non-MTC. It means every click on the knob feels exactly the same way.
On the MTC models, the heavier clicks are every whole mil, not every 1/2 mil. I've also never heard of a 14 mil and 28 mil knob. When I went shopping I had two options, a single-turn 22 mil knob, or a 27 turn, double-turn knob.
I'd recommend the 27 mil knob, as it is a double turn knob, which allows the clicks to be spaced farther apart. They are much easier to feel when there more spacing between clicks.

<span style="color: #000099">Let’s talk about How Premier turrets can get a round out so far: Premier offers 3 elevation turret options:
*The 1st elevation turret has 14mils in one turn. This turret will work for most shooters especially the 223 and 308 shooters. This turret will get a 308 out to about 1200+yds.
*The 2nd turret offered is a 22mil in one turn. I’m not a big fan of this one because the clicks are too close together, making it hard to tell where you’re at, and making it easy to be off by 2/10 of a MIL thus diminishing your accuracy.
*The 3rd Premier turret is a Double Turn Elevation that has 27 MILS, 14mils on the first rev and 13mils on the second rev. This turret is great for someone that really wants to push the limits of a 308 or someone that is shooting a larger caliber like the 338 or 50cal. This 27 MIL RAD turret will really come in handy when trying to reach out and touch something at 2000+yds. </span>
