Proper way to make a modified case?

Hello all, this is my first post here. I have a quick question about the making of a modified case. I am not new to reloading just fairly new to precision rifle reloading. I have a machine shop, so I can easily drill and tap The brass. So when I researched I read that some people fire the case, make the modified case ad use that for measurements. Some will bump the shoulder .002 and use, then some will full-size and bump .002 then use an expanding mandrel to allow for the bullet to move freely. Is there a standard practice for this process.
