Is a surgeon XL action have the same spacing on the action bolts as a rem 700 LA?

I think so, and this is based on interchangeability of bottom metal--but that said, to be safe, I'd call Oklahoma.

My 1086 sits in an AICS for a Remington long action so I would think so.

Definitely not and not even close.

The XL bolt spacing is a good bit further apart than 700LA. Dimensional changes with relation to start and stop of magazine box position and trigger.
The XL is its own animal. I had to generate totally separate CAD to make a specific bottom for the SENTINEL stocks and LongSword rifles that host the XL action.
