Last fall I swapped scopes from one rifle to another that I had just got, the scope worked perfectly on the first rifle but even after adjusting as far as I could it was still several inches to the left on the new gun. I figure the problem was cheap mounts and or rings. I am now wondering how to get the cross hairs back to the center so when I remount this scope again It will be centered as if it were new.

Adjust the other way, counting clicks, then come back by half that count. Then, to be complete, do the same with the vertical adjustment.
Then, mount the scope in the rings, just loose enough to turn over 360 degrees easily.
Watching the apex of the crosshairs, see if that intersection changes position as the scope gets rotated 360 degrees.
If not, you're there; if it does, work on the horizontal and vertical until it does.
Be aware that some lens erectors will reach center adjustment without actually meeting the center as indicated by the rotation maneuver. It's a quality control issue.

Place it over a mirror with a light shining on to the mirror, knob the two different rets you see into one. Close enough for gov work,...
mechanically or optically? both have been discussed above. I optically center my scopes, then bore sight them.
You didn't mention what type of scope it is, but remember that if it has a zero-stop then don't let that fool you into thinking that it is at it's mechanical bottom.
