Recoil lug too long ?

I have a savage 10 fcp hs precision. I just rebarreled it in 6.5/284 Norma and used an aftermarket barrel lug . When I drop the barreled action into my stock a push on the rear of the action it wants to teter- totter with in the stock. I am about to lightly bed the stock so should I carve out where the lug goes for the action to fit flush?

Yes, unless you go down near the stock exterior.

IIRC the only part of the lug that should touch anything is the rear face. Not the bottom, not the sides and not the front.
