Rifle Scopes Red dot in front of scope?

Hello, just wondering what the purpose of having a red dot in front of a scope was? Not a magnifier or anything but like an actual red dot (usually I've seen old eotech 511's) in front of a scope on the same rail. Like this wikipedia link...File:SPR-NVG.jpg - Wikipedia, the free encyclopedia

Basically like having a magnifier mounted behind it. Looks silly to me but im not "tacticool"

Just for kicks I mounted a Vortex Razor Red dot in front of a PST 1-4 mainly just to keep track of the damn thing. I actually liked the setup, the red dot was much easier to pick up than the standard reticle. All in all it was a novelty and added weight and an awkard goofiness, but it still would have worked
